Samuel is a leading voice of MOVIR (Movimiento de Víctimas del Régimen / Movement of the Victims of the Regime). Following President Bukele’s March 2022 State of Exception and subsequent mass incarceration crusade, MOVIR emerged as a direct response to arbitrary detentions, profiling, raids, and mass arrests.
